Is the timeframe and feature-set available for version 3?

I am particularly interested in support for Digital Certificates, which I understood is a version3 feature

I was informed that v3 will come out within this week.

I just licensed v2.3 build 3309 last week on Nov. 9

What will be the upgrade policy to v3 ?

You can freely upgrade to v3.0 within one year since the date you purchased.
