Creating a protected PDF

I need to be able to create protected pdf documents that don't allow re-saving as text in Acrobat or copying or anything that would allow the recipients to steal or alter the document. It's an intellectual property situation.

Does Foxit do that? If not, does anyone know of any option other than Adobe? I hate what Adobe did to my system before.
