Insert text tool doesn't work

When I click on the "insert text" tool and then click on the place in the text where I want the insertion to appear, the caret symbol appears under the text as it should but the pop-up box doesn't, so I can't insert any text. Any idea what I might be doing wrong? I'm using Foxit Reader, 3.0, Build 1120, licensed for Annotation, Text Viewer, Form Filler for Business Usage.
