Turn off editing in Foxit Reader

Hi all,

I want to replace Adobe Reader with Foxit in our organization. However to do this, I need to completely turn off all editing features altogether, so all that users can do is read PDF files or fill out forms. Right now Foxit Reader allows you to edit/annotate the document and puts in eval marks. How do I turn this off for all users in a multi user Terminal Server environment?
