Today I proudly presented Foxit Reader to a friend !
But unfortunately Foxit Reader 1.3 Build 0930 complains about a missing DLL and was not willing to run.

I've never seen that message in relation to foxitreader.
Does your friend have that comctl32.dll in his system32 directory? Perhaps, Win 95 hasn't this file.
Can you please send this bug-report with file comctl32.dll attached to support@foxitsoftware.com ?
I've attached mine comctl32.dll from Windows XP SP1 (German). Perhaps it is useful for you?

Windows 95 has a common controls library but it's many years older than the one whic can be found in Windows XP.
Please note that the Windows XP common controls library is not redistributable.
The function "TrackMouseEvent" requires Windows 98 or Windows NT 4

hmm perhaps they should check, if user uses Windows 95 and show a message like "Sorry, Foxitreader isn't compatible with windows 95 at the moment."
So everybody knows what going on. Later, they could make it compatible, if they want :)

This problem could be fixed if you upgrade IE to 4.0 or higher.
