BUG: non-English file paths not supported

When trying to open a file at the following path:
C:\Documents and Settings\Muhammad\My Documents\الكلية\Simulation
(You probably will see some strange characters in the middle of the path, that's Arabic).

The arabic characters in the path are interpreted by Foxit reader as ??????, and I get an error message complaining that the path is invalid.

EDIT: Running on WindowsXP x64, if it matters.

In this case, you can only change the name of the folder so that the system can recognize the rounte and get the file.
Also, for PDF that contians strange characters as file name, currently you can only change the file name.
