WINSPOOL Error on PDF Creater Install

An attempt to install the current foxitcreator_setup.exe results in the following error:

Error Starting Program
The FPC_INSTALL.EXE file is
linked to missing export WINSPOOL.DRV:XcvDataW.

FWIW, I do have on my W98 system a WINSPOOL.DRV file in folder C:\WINDOWS\SYSTEM. The file is 23 KB in size and is dated 4/23/99 10:22 PM.

What can I do to resolve the problem?

Sorry, Creator does not support Win 98 :-(
