I downloaded Foxit Reader v2.2 and am very impressed with its speed and small size. I noticed an issue with its toolbar and Norton 360 though. In Norton 360, you can turn on Fraud Monitoring in IE. This places a toolbar beneath the tabs in IE7 (not sure if this issue exists in IE6). When viewing a PDF in-line in IE7, the Norton 360 toolbar overlays itself over the Foxit toolbar.
In order to see the Foxit toolbar, you need to go to the toolbar menu uncheck the Norton 360 toolbar. This isn't that big of a deal if the PDF is being shown in-line in the current IE7 window. However, if the PDF is being shown in a pop-up IE7 window that has no address bar, tabs, or menus visible, you cannot uncheck the Norton 360 toolbar.
I've included two screen shots of viewing an in-line PDF file (the Foxit Reader manual). One is with the Norton 360 toolbar enabled and the second with it disabled.
