Settings unavailable?

In Foxit Reader's preferences, why are the "Default page layout" and "Magnification" settings disabled?

I'd really like to set the default zoom level. Is this reserved for people who buy something? It seems like such a basic function, one that the (free) Acrobat Reader has had for a long time.
