Is Foxit Reader free for educational institutes

May I freely use Foxit Reader free version in a university lab with 13 computers?
The lab is used by students to freely access the internet in educational purposes.

Thank you very much. I asked because in the license terms it says that is not free for commercial environments and usually educational institutions are considered commercial.
