Blurry image

The attached PDF is blurry/fuzzy when viewed with Foxit Reader 2.2 Build 2129. It looks fine with Adobe and two other PDF viewers I've tried. The PDF was created from a scanned image using LuraDocument PDFCompressor. I've been using Foxit Reader for years and the only thing unusual is this is the first time I've viewed a scanned legal-sized document; past docs have been letter-size or smaller.
