Automatic Outlines

Is there any way to automatically generate the filenames of imported pdf files as default outlines for the corresponding first page of the imported file?

We are currently evaluating alternatives to licensing Adobe Acrobat Professional for people only to organize separate pdf docs into compound pdf "folders". Any input appreciated!
