A lot of government drawings are scans of technical specification text. A redundant (OCR generated/edited?) text apparently exists in PDF documents - you can actually search on text and it works!
To some extend, all Foxit versions have been a little buggy like this but 2.0 is about as bad as any. When arriving at the page the found text is not highlighted. F3 will momentarily highlight it before displaying the next one - if on the same page BOTH will highlight.
