"Format Error: Not a PDF or corrupt"

Frequently I get the title Foxit error message. I can in all instances copy/paste the link to Internet Explorer v6 and the file opens fine. Here's one of the links:

I can save the file, and then open it with Foxit OK
I'm using Foxit Reader 2.3 build 3309 and Firefox 3.0.1

You can open the link correctly in IE with Foxit, and you can open the file after save it.
But in what instance you get the error message 'Format Error: Not a PDF or corrupt' ?

I open the link fine too.
