You should put the hotspot for the hand cursor at (8,8) instead of (0,0) like every other program that uses that cursor. Otherwise, it's extremely annoying when you move the mouse to the right scrollbar to scroll because you only think you have to move the mouse ~2 pixels to the right to reach it when infact you have to go ~8.

I'll vote to fix that. Though it seems like a detail, it is these details that make all the difference when you're using a program feature frequently. Scrolling a PDF document is surely one thing that every user will need to do nearly always. They may not use the scrollbar, but they will need to scroll, so it should be as easy as possible.
The hand cursor does change to an arrow when its function changes, which is a help.
Another detail where Foxit could gain a point over Adobe Reader is by removing the 2 pixel boundary when the window is maximized. In fullscreen mode, moving the mouse pointer rapidly to the right edge of the screen will always grab the scroll bar. Not so in a maximized window. The user has to move the cursor back in again by a few pixels to grab the scroll handle.
If a scroll cursor could be added to the middle mouse button as in Internet Explorer or Opera, this will be another point that Foxit can gain over Adobe Reader.
