Thank Nauint for the file. I see where is the problem. Your file has an author setting for viewing Layout --Two-Up(facing), that's why you can't use Preferences setting to overwrite it. In this case Please enable history "Restore last view settings when reopen" in the History tab, and change the Page Layout from View menu. You will be able to change to a different layout for this file.

Please be aware the PRI(PRIORITY) order that Foxit Reader are to read is Current user settings, PDF File Settings (if any), Foxit Reader Global Settings (Preferences).

It might be useful, if in "Preferences->Page display" a checkbox ("Override document's setting for viewing Layout" ) was added.

Or at least: the following note "Note: Current setting for viewing Layout has lower priority over document's setting."

Final decision is on your side...
