Try this way:

Turn User Account Control off and install Foxit Phantom again
(1) Right Click “cmd.exe” in“c:\windows\system32\”, and choose “Run as Administrator”
(2)Execute msi package
(3) Click Enter to start installing.

If the above doen't make sense, try exe package.

Thank you very much christina executing the msi package this way fixed all problems, now Phantom is running as it should run.

Can you give me step by step on how to turn the user account control off and load again?
I have Window 7 64 bit.

Turn User Account Control off and install Foxit Phantom again

I had the same problem with the msi. I solved it by uninstalling the msi and re-installing using the exe installer (run as administrator). That worked fine.

Turn off UAC:

Go to Start Menu > Settings > Control Panel > User Accounts > Turn User Account Control on or off
