How to change circle size

With current version, you can only use pencil tool to draw it.

I have to complete a form with multiple circles around appropriate letters or words and return it to work. Unlke the windows pc version where I can size the circle, the mobile PDF circle is gigantic and unusable. It looks terrible if I try to freehand the circles. Any ideas?
