You can try Foxit Reader to convert non-pdf file to PDF file without network as long as you have it installed on your pc.

Firstly,you have to install our Foxit Reader or Foxit PhantomPDF for windows on your computer.You may download one of them from our official download center below:

https://www.foxitsoftware.com/downloads/

After you having installed Foxit Reader/Foxit PhantomPDF,you will find that a new printer"Foxit PDF printer"will appear in your printers list.
To convert any printable non-PDF format file into PDF file,please just choose to print it with Foxit PDF printer.

Please try Foxit printer to convert any files to pdf file. If you have Foxit Reader /PhantomPDF installed, you will get Foxit printer.
