Bug Oval comment resizes when moved

Foxit Phantom 10.0.0 on Windows 10
Whenever I select an oval comment and move it with the mouse, the oval gets smaller. This does not happen with the rectangle or line. If I select an oval and try to move it with the arrow keys on the keyboard, instead of moving, it just gets smaller. If I use the arrow keys immediately after drawing the oval, it does move and not resize, but if I later select the oval and try to move it, it does resize. If I use the Cntrl key and left click to drag and duplicate an oval, the new duplicate oval is smaller than the original. I also noticed this on Foxit Reader.
Is this normal behavior? Can anyone else reproduce this behavior?
