I have the software Foxit Phantom Standard. How do I convert a HTML page in a pdf file to modify the editable text and graphics? Thanks and greetings.

Please open the HTML page and click print->choose Foxit Phantom Printer to print it, it will be converted to PDF, then you can edit it with Foxit PhantomPDF Standard.
