Foxit Phantom 7 is not showing manual in toolbar.

When clicking on the help ( manual) you are directed to the Foxit-site with the help-pdf items.
It starts downloading the help-file, but this file is already inside the program-folder !!
So, everytime you click on the help-button you have to download the help-file again, while it is already in the program !
