Drawing tools dragging each other around

Does anybody know of a setting that can prevent drawing tools, like the pencil, from dragging other drawn elements around the screen? I'd like to only be able to move elements around when I have the Select Annotation tool selected, so that I can do things like draw an H with the pencil without the left vertical line moving when I try to draw the bar on the H. Haven't yet found anything on this via Google. I'll keep looking, but if anybody knows already, I'd appreciate you sharing your knowledge.
