Printing booklets and printing multiple pages per sheet to save paper

I have a PDF that I want to print and bind. The page sizes in the PDF are small and I would like to print 2 pages per sheet, front and back (that is 4 pages total) and be able to cut them pages in half and bind them. Is this possible? Any other solution I have found either does not work, or wastes a lot of paper as each page takes up less than half of a sheet of paper.
