Mouse wheel behavior

It is customary (i.e., standard Windows UI practice) that pressing the mouse wheel (as per mouse settings) toggles smooth scrolling. Way back in Rev 4.x.x this worked as expected. But for some reason, now if the mouse is clicked it enters smooth scrolling as expected, but the next click does NOTHING. It is required to click the left mouse button to exit this mode. This is truly awkward. I reported this problem at least one full rev back and it still is not fixed.
