Toolbar in IE preview

When previewing a PDF in Internet Explorer, at the bottom of the window there's a toolbar with certain options but once you scroll through the document, that toolbar disappears. Is there a way to call it back or make it permanently visible?

So far this bar cannot be pinned at the bottom cuz once you open a pdf file in IE, it should open with a read mode as default. You can open a file directly with Foxit and switch view mode under View tab to Read Mode, you will find the same view setting as IE does. Please right click on any file in IE, choose preferences, then Documents, uncheck "In Web browser, display PDF in Read Mode by default", after that, will unlock more features and can do more on your file.
