Feature Fix the pop-up on page when a single click; open to edit only when double click

When I hover with the mouse over a comment icon, the pop-up shows, and when I hover away it disappears. Fine, but I'd like to keep in place with a single click on the comment icon. Because I often I accidentally move the mouse, and it disappears, disturbing the reading of it.
While only a double click on the icon comment should open it for editing (and perhaps open other editing tools). As opposed to how it does now, that a single click already opens edit tools , which is annoying.
