Several websites (including the Texas DMV) have started scanning documents and calling them PDFs.

Since there's no real text embedded, they should have been saved as a JPG or TIF or something, but they'd rather call them PDFs.
Newer versions of Adobe Reader will pick this up and display it properly, but Foxit can't. It shows a blank page wherever a scanned document resides.
Any ideas? I'm sure this is another lame attempt by Adobe to rule the world, but Foxit needs to respond somehow...
