Bug Foxit PDF Reader prints al layers, even the ones turn off on a layered PDF

I have a few PDFs that have layers in them. According to Acrobat Pro, all the layers are set to "print when visible." When I turn off these layers in Foxit PDF Reader, they still print out. I tested these same PDFSs with Adobe Reader on Mac and Windows and evince on Linux, and in those apps, when I turn off a layer, it does not print.
