Foxit Reader unable to view interactive form fields

Foxit reader will not read the government pdf forms. I have attached a link below as to were you can find the form P46.pdf

What error did you get when trying to open the form? From which browser did you try to open t? Is it possible to provide a screenhot of the problem? Which version of Foxit Reader do you have? Thank you.

I have this problem also. I saved the .pdf, opened Foxit Reader, opened the file and when I tried to type, nothing happened, with either 'highlight fields' and not highlight fields.
