Sorry for the inconvenience. Foxit Cloud is a feature of Foxit Reader, if you do not want it, you can delete it from Control Panel, and I have suggested your team to add a option "install Foxit cloud or not" while installing Foxit Reader, they will consider it.
Or may I suggest you to use our enterprise Reader which do not bundle Foxit Cloud? You can download it from our website (https://www.foxitsoftware.com/downloads/).
