Bug Bookmark links are recognized as bookmarks but are not active

These links work in every version of Acrobat Reader I've tried. In fact, it appears that even some of my URL links are not working. Here's a Web URL example from the file:

I've left the carriage returns in, just in case that is the (a) problem. In the above markup, the first link (object 59) does *NOT* work (that is, it is active), and the second link (object 60) *DOES* work (i.e. it is not active).

Here's a bookmark example (no bookmarks seem to work for me in Foxit):
