I scanned the same page with Foxit Create pdf from scanner function, saving with a resolution of 300 DPI. Resulting file size: 1.09 MB
Foxit is creating from scanner pdf files that are 3 times bigger than if I create the same pdf using my HP scanner with the same 300 DPI resolution.
Unfortunately, Foxit doesn't offer viewing the DPI resolution of a pdf file. This is one case where a DPI resolution viewer can help track why such a file size difference for the same DPI resolution. I had to use some other 3rd party DPI resolution viewer.
With my HP scanner, the DPI resolution details are:

As you can see, the only significant difference is that my HP scanner saves the PDFs with the JPEG filter while Foxit is saving the PDFs with the zlib/deflate filter, producing a resulting pdf that is 3 times bigger for the same DPI resolution. This is not a good thing. I could not find anywhere in the settings to force Foxit to save PDFs with the JPEG filter.
