How to edit tool settings?

Earlier when I was using Foxit reader, pencil would remain pencil until I changed it manually to some other tool. But now, everytime I use pencil once, it gets changed to select tool. How do I change it back to its default setting?

It can be fixed by clicking Comment menu->check "keep tools selected".
