How to enable smooth scrolling?

How view pages continuously instead of having them 'jump' from one page to the next? I would like to be able to see the footer of one page and the header of the next page on the screen at the same time. Inevitably I'll be scrolling down a document, find what I am looking for, scroll down a little bit to keep the text centered on the page and POOF the next page is displayed.

I know it works as I had it configured once before. I can't for the life of me find the web page that explained it the first time.

I think you are talking about continuous reading mode, which can be set on the bottom status bar or go to File->Preferences->Page Display->set "Continuous" as the default page layout.
