Feature bring to front/send to back

Is there a way to manage the layering of items? I have an image that I inserted and would like to put some text over it, but the text keeps getting sent behind the image. Is there a way to bring to front or send to back?

Hi Sharla,

Please try with Foxit PhantomPDF Standard Edition, open your document with it then go to 'Edit'->'TouchUp Objects Tool' then rigt-click on the object to set it to the background or foreground.

Go to Organize/Flatten and flatten the page with the image. Then you can add Text annotation on top of the image.
