Need to Copy PDF/A as PDF

Have web-based application where contributors post PDF files. The application uses the Foxit SDK suite. At the end of the process the PDFs are ("Submitted") copied and a distribution list is put at the front of the document and a "translation services available" message is placed at the end of each document. However some contributors are posting PDF/A type documents to the system and this is preventing the editing of the document. Is there a way to copy the document such that it is a PDF instead of a PDF/A?
